Notification to Qualified Persons ("QPs") (Architect) on presence required during BCA's TOP inspections
The current Building Control regulatory framework requires QPs (Architect) appointed to supervise the performance of building works to take all reasonable steps and exercise due diligence in supervising and inspecting building works to ensure that those building works were carried out in accordance with the approved plans. The site inspections by BCA, carried out for purposes of assessing applications for temporary occupation permits in respect of the building works, are meant as audits to verify if the building works comply with all requirements under the Building Control Act and regulations.
In view of the above, QPs (Architect) who have endorsed on the certification of completion of building works should be present on site for the entire duration of BCA's TOP inspections to address any queries BCA may have, note the recorded non-compliances (NCs), if any, and clarify the follow-up on the NCs.
If, for some reason, QP (Architect) is unable to attend the scheduled TOP inspection, he/she shall change the date of inspection accordingly via the online TOP/CSC Portal.
